Joey Chou is a resident of China since 1993 and has helped hundreds of companies set-up & grow their business here. With his fluency in Chinese law and deep relationships with government and regulatory bodies, Joey innovates rapidly, creating an ideal synergy between his international and domestic expertise.

Over the years, Joey has developed and maintained close contacts with various legislators, government departments and trade agencies at the national and local levels. Joey is specialized in advising foreign and domestic clients in connection with all forms of direct and indirect investment, including establishment of cooperative joint ventures, equity joint ventures, and wholly
foreign owned enterprises; acquisition of interests in foreign-invested enterprises and state-owned enterprises; formation of holding companies, and sale of assets to newly formed foreign investment vehicles. Joey has advised a variety of multinational companies in the automobile, fashion, media, education, constructions, telecommunication and food/beverage industries.

Joey is also the first foreigner in the history of Shanghai to have earned an advanced law degree in Chinese Law (3-year program)
andpost-graduate diploma in Chinese Banking Laws and Foreign Exchange Regulations.

Before founding OPING, Joey Chou was the CEO of a Chinese domestic corporation in the telecommunication industry, specialized in wireless and broadband technologies, with prominent shareholders such as Shanghai Telecom.

Joey was a co-founder and the Counsel General of ChinaLOOP, China's most powerful, quality behavioral consumer database. It comprises several million opt-in 
response generated names and extensive behavioral profiles of wealthy consumers in China. The data is rigorously maintained and regularly updated. ChinaLOOP is now an Acxiom company, Acxiom is a corporation listed in the United States (Nasdaq: ACXM).

Starting in 1997, Joey also led the formation and growth of a 40-person business advisory group for Deloitte Touche Tohmatsu in Shanghai. Clients included GM, Brunswick, Sony, Rockwell, AXA, Herbalife, Acuity, Monsanto, Schering-Plough, BASF, Nabisco, Fujitsu, Toshiba, Kimberly-Clark, and Coty-Inc.

Joey was a research fellow in Comparative Legal System and Chinese Law for the Government of Canada under the Canada-China Scholars Exchange Program of the Ministry of Foreign Affairs. Member of the Government of Canada Scholars' Alumni Association. He advised Canadian companies on potential deficiencies in proposed joint venture projects, assisted in final negotiations to secure letters of intent, and prepared joint venture contracts and distribution agreements. Joey planned and implemented projects for the Canada-China Business Council, including the Canadian Prime Minister’s 1996 visit with a delegation of 200 companies.

Sit Sei Wei offers over 23 years of international experience in the financial arena, with extensive experience in a variety of and distribution in syndicated loan as well as structured finance transactions.


Sit started his carrier with Citibank, N.A., and worked in its offices in New York, London and Paris. In his 11 years at Citibank, some of Sit’s achievements include pioneering Citibank’s asset trading/arbitrage desk in London and structuring innovative tax saving transactions for European financial institutions through double tax treaties between certain Latin American countries, United States, European countries and Asian countries. In 1990, Sit became a founding member of Citibank’s Capital Markets Group in Paris, where he played a key role in the origination, execution and distribution of various structured finance transactions for prominent multinational corporate clients such as IBM, Monsanto and Walt Disney Company.

Sit later worked for Bank of Boston in Sao Paulo, and was then posted to Boston, where he was the Managing Director at BancBoston Robertson Stephens, the former investment banking arm of FleetBoston. Sit built a highly reputable and profitable syndicated loan group who organized and placed international syndicated loans for Latin American borrowers.

Sit was a Director in the Debt Capital Markets Group, responsible for fixed income products, in ING Bank’s Hong Kong office. There he promoted debt capital market products to government entities, financial institutions and other corporations throughout the Asia Pacific region.

Sit is fluent in several languages, including Mandarin and other Chinese dialects such as Shanghainese and Cantonese. He also speaks English, Spanish, French, Italian and Portuguese. Sit holds a Bachelors degree in Business Administration from the Escola de Administracao de Empresas da Fundacao Getulio Vargas, and a Bachelors degree in Law from the University of Sao Paulo, both in Brazil.
