Joey Chou has lived and worked in China since 1993. For more than three decades, he has advised international companies, entrepreneurs and private clients on legal, tax, regulatory, business and cross-border matters in China.
His experience spans foreign investment, corporate structuring, market entry, tax and compliance, commercial negotiations, restructuring, government and regulatory affairs, cross-border transactions and private client representation.
Joey has a strong legal foundation, including advanced studies in Chinese law, postgraduate studies in Chinese banking law and foreign exchange regulation, and a research fellowship in Comparative Legal Systems and Chinese Law under the Canada-China Scholars Exchange Program.
Earlier in his career, Joey spent more than five years with Deloitte Touche Tohmatsu in Shanghai, where he helped build and grow a 40-person business advisory practice serving major multinational companies.
He has also built and managed businesses in China himself — serving as CEO of a Chinese telecommunications company, with Shanghai Telecom among its shareholders, and as co-founder and General Counsel of ChinaLOOP, a consumer data business later acquired by Acxiom, a U.S.-listed company.
Joey founded OPING in 2002. Since then, he has advised hundreds of foreign companies on establishing, operating, restructuring and resolving their affairs in China.
Today, OPING focuses on four core areas:

Private client work is also personal to Joey. Over several generations, he has managed family property and inheritance matters following the deaths of his grandparents, his uncle and his father — each involving different family members, documents and levels of complexity.
That experience shapes the way OPING Private Client works today. Joey understands firsthand that the hardest part is rarely the paperwork. It is knowing whom you can safely trust to act on your behalf when you cannot be there yourself.
For more than 15 years, Joey has also worked closely with Jingtian & Gongcheng, one of China’s leading full-service law firms, giving international clients access to experienced PRC legal support where required.

Sei Wei Sit brings more than 23 years of international banking and capital markets experience across the United States, Europe, Latin America, and Asia.
His career has focused on debt capital markets, structured finance, syndicated lending, asset trading, origination, execution and distribution. He began his career with Citibank, working in New York, London and Paris, where he helped develop the bank’s asset trading activities and later became a founding member of Citibank’s Capital Markets Group in Paris.
He subsequently held senior roles with Bank of Boston / BancBoston Robertson Stephens, where he built and led a syndicated loan business focused on Latin American borrowers, and with ING Bank in Hong Kong, where he was responsible for fixed-income and debt capital markets products across the Asia-Pacific region.
Throughout his career, Sei Wei has worked with multinational companies, financial institutions, government-related entities and investors on complex international financing and cross-border transactions.
He holds degrees in Business Administration from Fundação Getulio Vargas and Law from the University of São Paulo in Brazil.
Sei Wei is highly international and multilingual. He speaks English, Mandarin, Shanghainese, Cantonese, Spanish, French, Italian, and Portuguese.
